Distributed Transaction Coordinator could not be started - Event ID 4427

Problems were encountered running "cloned" instances of CSI Utility Servers. The CSI "Click-Once" client could not be successfully launched. The Windows application logs showed that the Distributed Transaction Coordinator service was unable to start:



Event details were as follows:



The cloned machines had been prepared using Microsoft's sysprep utility. This created a registry key as follows:
HKLM\SOFTWARE\Microsoft\MSDTC\SysprepInProgress

A value of "1" for this registry key indicates that the system is in the middle running sysprep, during which DTC will not run. Changing the value to "0" allowed DTC to start started again.
